Assign admins added to bulk actions

• Admins can now add multiple admins in one interface. This is located under bulk actions in Users.

Reminders UI update

• The reminder settings UI now includes an option to escalate reminders to the line manager.
• User search in the dashboard now includes the ability to send reminders directly to a user.

• Tooltip added to Overview (Items).
• Cancel option now available for admins.

Certificate formatting

• Fixed formatting issues with long course names in certificates, ensuring clean layouts.
